CEO

As a partner of WestPac Communities, WestPac Colorado, WestPac New Mexico, WestPac Aspen, and Blue Sky Development Group, Mr. Smith has facilitated development and managed company operations in California, Hawaii, Arizona, New Mexico, Colorado, Michigan, the Caribbean, and Australia. Mr. Smith has expertise in acquisition, growth strategy, organizational leadership, financial management, external communications, marketing and sales of income and resort properties. These investments span 46 years of business. Mr. Smith has a successful and profitable track record of attracting and managing private equity and venture capital funding.

He has also lead organizations through multi-company collaboration agreements to economic and physical success of remediation of environmental disasters. In addition to his business expertise, Mr. Smith is also environmentally conscious and has been the driving force in nationally recognized LEED Certified Developments. The total value of the project with which Mr. Smith has been involved is in excess of $7 Billion Dollars. Through the various company ownerships, Mr. Smith and his affiliate companies have employed over 3,600 people across six states and three countries.

Executive Vice President

As Executive Vice President of WestPac Communities, Mr. Branoff’s area of expertise is in real estate finance and investment, deal structuring, securing capital, investment strategy, and financial modeling and analysis. He has a wide breadth of experience ranging from asset management and acquisitions to transaction management and investor relations, as well as providing oversight of the architectural design and entitlements. Mr. Branoff’s creativity coupled with his extensive real estate background across many disciplines allows him to generate innovative real estate solutions that optimize project value.

Mr. Branoff studied International Business at the American College of Thessaloniki (Greece) in 2003, earned a Bachelor of Arts in Finance as well as a Bachelor of Arts in Communications from Michigan State University in 2005, and received his Professional Certificate in Real Estate Finance & Investment from New York University in 2006. Mr. Branoff received the Certified Commercial Investment Member (CCIM) designation in 2017 and has been an active member in the Urban Land Institute (ULI) since his 2016 selection into the ULI Larson Center for Leadership, a program designed to develop real estate and land use leaders.

Asset Manager

Henry Burrows joined WestPac Communities in 2016. After initially working from the Michigan office, he was relocated to San Luis Obispo in order to lead the turnaround of a recently acquired portfolio of unstabilized assets. His primary focus has grown and includes is portfolio oversight and management, ownership representation, strategy execution, and client relations. His scope of work includes a wide variety of real estate products including multi-family, commercial, industrial, student housing, and senior housing products in multiple states. His work has gained him in specialized experience in repurposing distressed assets, mixed-use development, and land-use solutions.

Mr. Burrows attended the University of Montana where he studied Business Administration prior to joining the company. He is currently pursuing his CCIM designation and is involved in multiple philanthropic groups throughout the community. As a native of Santa Barbara, California, he has a multi-generational network through the Central Coast and beyond.

Entitlements & Land Planning

Chuck Braff joined WestPac Communities in 2014. Chuck graduated from the University of Pennsylvania and holds an MBA and an MRED from the University of Southern California. Chuck manages Entitlements, Land Planning, Leasing and Construction Management.

He has a wide breadth of experience with a primary focus on entitlements and construction management. Chuck has developed real estate in Canada and the US at a completed value of over $1 billion dollars. Mr. Braff has built and developed master-planned communities, long-term care facilities, apartment complexes, student housing projects, schools, custom homes, ski-in/ski-out condo developments and casinos.
